In a world where corruption is rampant and truth is crushed under an emperor indifferent to governance, a low-ranking government official, Sô Kô, quietly moves the wheels of destiny. Heeding the suffering of the people and wanting to save his nation, he creates a manifesto about justice and reform to aid those who have been trampled by unreasonable power. His loyal ally, Ro Chishin, travels the country to find like-minded comrades willing to rise up and take up this cause.
